Abstract

This paper reviews Korean intergovernmental relations in the 1990s with an emphasis on fiscal relations among the different levels of the government. In the 1990s, Korea reinvigorated its system of local autonomy first established in the sixties. A major issue in the implementation of this system is the presence of vertical and horizontal disparities in local fiscal capacity. Although some efforts have been made to transfer tax sources from central government to local governments or establish local transfer (block grants), fiscal autonomy still remains below expectation, jeopardizing the realization of full local autonomy. This paper is an effort to look into these issues and search for solutions.

Abstract

Education policies in the United States reinforce social stratification by prioritizing and normalizing middle-class whiteness in schools (Leonardo, 2007; Picower, 2009). The teacher labor market has also become more feminized, making white middle-class women paragons of exemplary educators (Rury, 1989; Tolley & Beadie, 2006). These sociopolitical and historical factors continue to play out in the current U.S. education workforce where 80% teachers are white and 76% of teachers are female (Hussar et al., 2020). Meanwhile, student demographics are shifting with students of color comprising over 50% of the public student population (de Brey et al., 2019). Diversifying the educator pipeline is a well-documented strategy to improve educational outcomes for all students, specifically students of color, and to achieve greater equity and inclusion in public education. However, the retention and promotion of educators of color remains a critical and complex issue.

Thus, looking at the intersection of race and gender in the education workplace, the purpose of this chapter is to highlight the experiences and expertise of women K-12 educators of color to identify best practices for career development. Applying Psychology of Working Theory (PWT) and utilizing modified meta-synthesis methodology, the chapter highlights the experiences of Black, Latinx, Asian American, and Indigenous/Native American women K-12 principals and superintendents to (1) thematize and conceptualize how women of color define their work in education spaces through a PWT lens and (2) understand how PWT themes can illuminate ways to build more diverse and inclusive career pathways for women of color leaders.

Abstract

Purpose

The purpose of this paper is to examine differences between thermal insulation calculated by a global and a serial method using a thermal manikin, in comparison with human trials.

Design/methodology/approach

A total of 150 single garments and 38 clothing ensembles were assessed using the manikin; 26 seasonal clothing ensembles were selected for human trials.

Findings

The results showed that total insulation of single garments was 16 percent higher in the serial method than in the global method. The difference was higher in garments with smaller covering area per unit garment mass (e.g. winter garments). For seasonal clothing ensembles, the serial values were 39.2 percent (0.18 clo) for spring/fall wear, 62.6 percent (0.15 clo) for summer wear and for winter wear 64.8 percent (0.69 clo) greater than the global values. The clothing insulation by the global method was systemically lower in all 26 seasonal ensembles than values by human trials, which suggests that the values by the global calculation can be more accurately corrected with human testing data.

Originality/value

The paper shows that values by the serial calculation were lower in spring/fall and summer ensembles but greater in winter garments than values collated by human trials. It suggests that the serial values had a lower validity when compared with thermal insulation values collated from human trials.

Abstract

This study examines the relationships among distributive justice, procedural justice, and employee willingness to engage in customer‐oriented behavior. Data collected from 328 employees at eight general hospitals in Korea show that distributive justice does and procedural justice does not directly affect employee willingness to engage in customer‐oriented behavior. Procedural justice does, however, positively affect perceptions of distributive justice.

Abstract

Purpose

This study seeks: (1) to identify whether the form of governance adopted (relational or contractual) drives suppliers' and buyers' collaboration in the same way; (2) to examine if both parties hold a similar view on the simultaneous use of both governance forms; and (3) to explore whether their perceptions on governance, collaboration and performance differ.

Design/methodology/approach

The study used data from a survey of 150 matched buyer–supplier dyads from South Korea, using structural equation modeling (SEM) for the analysis.

Findings

(1) While governance mechanisms assist collaboration and affect operational and innovation outcomes, the significance and relative strength of the proposed relationships are perceived differently by buyers and suppliers. (2) Contrasting results are found regarding the interaction effect of the governance mechanisms on collaboration: a complementary relationship for the buyer and a substitutive relationship for the supplier.

Originality/value

Studies on buyer–supplier relationships have yielded inconsistent results regarding whether the interactions of governance mechanisms function as substitutes or complements, because research has largely been conducted from the buyer's perspective, rather than the supplier's; this imbalanced view calls for integrated perspectives.

Abstract

Purpose

The purpose of this paper is to reveal the core determinants and adoption patterns of the major enterprise information systems.

Design/methodology/approach

This study incorporated the core representative and meaningful explanatory variables in the major previous literatures and analyzes the core determinants of businesses' adoption of the essential information systems and the substitutionary patterns among them, using a Bayesian multivariate probit model, which is based on McFadden's random utility model and capable of handling multiple response data.

Findings

It was found that not only factors from the classical technological diffusion viewpoint but also factors such as organizational tools and strategic behaviors play an important role in firms' adoption of information systems. Specifically, epidemic effect generally outweighs size effect, and putting more effort into the intensity of information strategy planning is more influential than the hiring of a professional chief information officer. On the other hand, such variables as age of the firm, labor intensity, and number of PCs per person generally have no significant impacts. Finally, a relatively strong complementary relationship exists between enterprise resource planning and customer relationship management adoption, and between e‐buy and groupware adoption.

Originality/value

The results presented in this paper have important implications for firms on a minimal budget that want to maximize their productivity through the adoption of information systems. They also provide important information for government policymakers whose job it is to design strategies for the successful deployment of information systems.

Abstract

Purpose

The purpose of this study is to clarify the relationship between two sub-constructs of heavy work investment: work engagement and workaholism.

Design/methodology/approach

The authors conducted a systematic review and meta-analysis to synthesize and critically assess existing research on the relationship between these concepts.

Findings

The review revealed three major shortcomings of the extant literature: a dichotomous perspective, variations in measurements and the unaddressed complexity of the relationship.

Originality/value

Based on these findings, this study provides a discussion on the limitations and suggestions for future research on work engagement and workaholism, including using a person-centered approach.

Abstract

Purpose

This study aims to investigate and analyze the usage patterns of electronic book (e-book) users and their perceptions of e-books from various perspectives. Recently, e-book usage and subscriptions at university libraries in South Korea have significantly increased.

Design/methodology/approach

The authors conduct an extensive survey of 959 e-book users at the five major university libraries, which subscribe to the most e-books in South Korea. The survey contains structured questions as well as fields for open commentary to acquire various opinions. The authors also apply diverse analysis techniques, depending on the characteristics of the survey questions.

Findings

Since the early 2000s, when e-books were first introduced, there has been a considerable change in perception and increase in usage of e-books at South Korean university libraries. Despite this progress, most functions of e-books are not fully utilized. The authors find the role of the library to be very important, as most users learn about and access e-books through the Web sites of university libraries, not through such portal sites as Google. The remarkable result is that users with higher education more easily recognize and have better experiences with e-book services.

Originality/value

This study draws extensive samples and objective questions compared to previous research. The authors also contrast our research results with the other studies conducted within and outside of South Korea. The research shows the changes and differences in perception and usage of e-books by period and country. More importantly, the authors suggest strategies to boost e-book use based on user demands.
